I've been having trouble getting mixture changes to respond. Also noticed on ALDL interogation that the "target air/fuel ratio" was a very rich 5.46. Any ideas on why the ECM would set this target?? There are no malfuntion codes and no SES light.

That rich should kick a check engine rich code. Are you using a WB02? Unless your 02 sensor isn't working properly. I just changed my Supercharger around and bumped up the boost pressure to 32 lbs. I had to seriously adjust my VE tables to get my afr to 14.2:1 at idle.
